Preheat oven to 350°.
Grease an 8x8 cooking pan with cooking spray.
In a medium bowl, mix together flour, oats, baking soda, pumpkin spice, and salt.
In a large bowl, beat with an electric mixer pumpkin, vegetable oil, sugar, eggs, and vanilla until combined.
Add the dry ingredients to the wet ingredients and stir until well combined.
Stir in the chocolate chips just until combined.
Pour the batter into the prepared baking dish and spread evenly with a rubber spatula.
Bake in the oven for 16-18 minutes. Test the doneness my checking the center with a toothpick. If the toothpick comes out clean remove the baking dish from the oven.
Let cool completely before serving.
